Memo to Elizabeth and Bernie: You’ve been scooped by roughly 130 years

March 4, 1893, marked the second time Stephen Grover Cleveland was inaugurated as president of the United States. He was greeted at the Executive Mansion by President Benjamin Harrison, the Republican he had defeated three months earlier. It was a mildly awkward meeting, the only time in history the transfer of presidential power involved outgoing and incoming presidents who had run against each other twice (each one winning once and losing once).

Benjamin “Little Ben” Harrison (he was 5-feet-6) was notoriously cold and aloof and President-elect Cleveland was stubbornly independent, with an aura of self-righteousness. Historian Henry Adams observed that “one of them had no friends and the other only enemies.” Robert G. Ingersoll, nicknamed “The Great Agnostic,” went a step further: “Each side would have been glad to defeat the other, if it could do so without electing its own candidate.” Strangely, I felt the same way in both 2016 and 2020.

Inauguration Day was bitterly cold and many recalled that Harrison’s grandfather, William Henry Harrison (the ninth president) had died 31 days after his inauguration. Following a very long acceptance speech, he caught pneumonia and it was fatal. He was 68 and at the time the oldest person to assume the presidency, a distinction he held until 1981 when Ronald Reagan was sworn in at age 69.

In 1893, President-elect Cleveland’s vice president, Adlai E. Stevenson, took the oath of office first. Sixty years later, his grandson (and namesake) would make two futile runs for the presidency (1952 and 1956). He had the bad luck of having one of America’s greatest heroes, General Dwight D. Eisenhower, as an opponent. War heroes are difficult to defeat and, in this case, it’s generally acknowledged that Ike could have beaten anyone and run on either party’s ticket. Outgoing President Harry Truman had even tried to broker such a deal in 1948 when he offered to step down to vice president.

Sadly, the 1892 election was vexed by Harrison’s wife contracting tuberculosis and dying two weeks before the election of Cleveland. But, after the inauguration and traditional transition, the ex-president seemed more than ready to return to his home in Indianapolis. Surprisingly, four years later, some of Harrison’s friends tried to convince him to seek the presidency again. He declined, but did agree to travel extensively making speeches in support of William McKinley’s successful candidacy. Little Ben died in February 1901 from pneumonia and a short six months later, President McKinley would become the third president to be assassinated.

But today belonged to President Cleveland and his wife Frances. They had been married during the first term in office on June 2, 1886, in the Blue Room at the White House. Cleveland was 49 years old at the time, Frances a mere 21. Frances Folsom Cleveland was the youngest First Lady in history and became very popular, primarily due to her youthful personality. They would have five children with the first one named Ruth. No, she was definitely not associated with Baby Ruth. That candy bar was renamed 30 years after her birth and 17 years after her death. After a warm welcome at the White House, President Cleveland’s troubles started almost right away.

In May, barely two months back in the White House, Cleveland discovered a growth on his palate, the soft tissue in the roof of the mouth that separates the oral and nasal cavities. It turned out to be a malignant tumor that required surgical removal. Fearful of panic in the already shaky financial markets, a clever plan was devised to perform a secret operation on a yacht in the East River. The surgery was successful and the president recuperated while sailing innocently on Long Island. The press was surprisingly gullible and accepted a story about two teeth that needed removal.

However, on dry land, economic forces were forming a dark storm that would usher in the worst financial crisis in the nation’s history. The pending depression would become known as the Panic of ’93. The 19th century had weathered many boom-bust economic cycles, but this powerful downturn would persist until the 20th century. Even as the president was organizing his cabinet, banks, factories and farms were tumbling into bankruptcy. Virtually everywhere, workers were struggling with layoffs and payouts as companies were swept away.

In his inaugural speech, Cleveland had warned about the dangers of business monopolies and inflation, however, his response to the economic chaos was austere in the extreme. He did not believe government should intervene for fear of eroding self-reliance and over-reliance on government. This was a common belief and it would take another generation for a new consensus to shape American politics. To fully grasp the significant schism that was silently evolving, one only has to read Thomas Sherman’s 1889 essay titled “The Owners of the United States.”

Using census data and promises of anonymity, he developed the thesis that 1/30th of the people in England owned 2/3 of the wealth. In America, he listed 70 individuals worth $2.7 billion and asserted no other country had such a concentration of millionaires. By contrast, 80% of Americans earned less than $500 annually, and 50,000 families owned half of the nation’s wealth. Further, wealthy men and corporations escaped taxation, with the burden falling “exclusively upon the working class.”

Memo to Elizabeth and Bernie: You’ve been scooped by roughly 130 years. Somehow, we managed to have a decent 20th century, save the world several times and develop a technological cornucopia for 330 million people vs. any other time in the history of the world. Go Bezos, Jobs/Allen, the Google guys, Walmart, Henry Ford, FDR and my man T.R.!

Here’s why Dwight D. Eisenhower admired Germany’s autobahn

Tempus fugit!

When I think about President Dwight D. Eisenhower, my mind associates him with America in the 1950s. Images of sunny Southern California suburbs, rock music, languid days of surfing, backyard BBQs and my first car (1953), a 1932 Ford Victoria 4 banger. Long gone are any memories of ducking under a desk, the potential darkness of a nuclear war or concerns that communists were lurking in hidden corners.

It was a time of social confidence and military men taking advantage of the G.I. Bill by returning to college or starting families in the tract homes that were proliferating. Good factory jobs were plentiful, with auto-assembly plants gradually replacing shuttered aircraft shells. My posse knew the year and model of every Ford, Chevrolet, Buick or Oldsmobile that went whizzing by. Soon, I was a senior working in a General Motors plant assembling Buicks, Pontiacs and Oldsmobiles from 3 to 11 in South Gate. Shoddy quality, but the emphasis was on quantity and the pay was staggering: $2.55 an hour with daily overtime + Saturday. My cup runneth over.

In reality, Dwight David Eisenhower was a 19th-century man. Born in 1890 in Dennison, Texas, he moved a year later to Abilene, Kan., and a small, two-story frame house. He recalled the 1896 election when William McKinley defeated William Jennings Bryan, the golden-throated “Boy Orator of the Prairie.” This was the first of Bryan’s three defeats; he joined Henry Clay as the only losing candidates who received electoral votes in three separate presidential elections.

A good athlete, “Little Ike” yearned to attend the University of Michigan – the home of Coach Fielding Yost and his “point a minute” Wolverine football teams. He was encouraged to take the service academy exam and he failed to qualify for the vaunted Naval Academy. However, he squeaked into West Point and then married Mamie Geneva Doud in 1916. Although eager to join the war in Europe, he ended up in San Antonio training in the 57th Army Infantry, followed by a stint in Gettysburg, Pa., with a crack tank crew. A military legend was gradually taking shape.

When the U.S. Army returned from Europe at the end of WWI, they sponsored the 1919 Transcontinental Motor Convoy. Ike joined 300 other soldiers to drive a group of 81 motorized vehicles from Gettysburg to San Francisco. The convoy wound along the Lincoln Highway for 3,251 miles. Because of the rudimentary, haphazard web of paved roads, it took an almost unbelievable 62 days. Lieutenant Eisenhower would long remember the impassable roads and tortoise-like pace, never realizing he would later have an opportunity to rectify the issue.

For perspective, at the end of the 19th century, there had only been one motorized vehicle for every 18,000 people (today, we have about 300 million cars and trucks, or almost one per person). Also, the “roads” in 1900 were not asphalt or concrete; instead, they were too often packed dirt or mud, depending on the time of year. Even worse, outside cities and towns, there were few gas stations; rest stops would be a convenience in the future. In 1910, The Boston Eagle newspaper observed that automobiling was not an easy way to get anywhere … “it is an adventure … the last call of the wild.”

With Henry Ford’s help, that was about to change … dramatically. When Ford introduced the 1908 Model T, Americans finally had a dependable, affordable car. Over the next 20 years, 15 million “Tin Lizzies” rolled off the Ford assembly lines. Along with all the other car manufacturers, automobiles evolved from a luxury to a necessity. With this transition to a “nation of drivers” came the inevitable questions of who would pay for indirect costs involved. The powerful automobile industry ultimately prevailed, with governments at all levels agreeing to pay for streets, signage, highways, bridges and all the other things we now take for granted. Taxing gas was an easy target, but there were major infrastructure projects that are still difficult to fund.

Fortunately, during WWII, Eisenhower was the Supreme Commander of U.S. troops in Europe. He witnessed firsthand the genius of the German autobahn, a highly sophisticated and strategic network of highways. The Germans had used it to launch its Blitzkrieg attacks; waves of lightning fast, motorized armored infantry that quickly subdued most of Europe in a matter of days or weeks. When he became president in 1953, Ike remembered the fiasco of the transcontinental convoy and the devastation unleashed courtesy of the autobahn.

Voila! In 1954, he announced a plan to build a transcontinental interstate highway system for the United States. Naturally, this was not a new idea; Congress had passed the Federal-Aid Highway Act in 1944, which authorized the construction of a 40,000-mile National System of Interstate Highways. The only thing lacking was the funding to pay for it. What President Eisenhower did was cleverly bundle the “critical need for speed” in case of atomic attack on our key cities (a national defense imperative) with a terrific rationale for a highway system that would benefit common citizens. Fresh produce from Florida to New England overnight or year-round fresh fruit and vegetables from California to anywhere.

On June 29, 1956, President Eisenhower signed the bill creating a National System of Interstate and Defense Highways with a major economic stimulus via construction jobs followed by booms in numerous industries: trucking, petroleum, automotive, motels, restaurants. The list was endless. The nation’s interstate program stands as the largest public work project in world history. This time, there was funding and vastly improved state and local highways. The complaints would come later as planners used eminent domain to seize lands for roads. Thousands of farms were bifurcated by four-lane highways and scores of cities leveled or divided, with poor and minority communities destroyed.

Just another chapter in our history, but without the EPA or federal court injunctions.

McKinley Skillfully Assumed More Presidential Power

William McKinley was 54 years old at the time of his first inauguration in 1897. The Republicans had selected him as their nominee at the St. Louis convention on the first ballot on June 16, 1896. He had spent several years as an effective congressional representative and more recently the 39th governor of Ohio. Importantly, he had the backing of a shrewd manager, Mark Hanna, and the promise of what turned out to be the largest campaign fund in history – $3.5 million – largely by describing the campaign as a crusade of the working man versus the rich, who had impoverished the poor by limiting the money supply.

In the 1896 election, he defeated a remarkable 36-year-old orator, William Jennings Bryan, perhaps the most talented public speaker who ever ran for any office. McKinley wisely decided he could not compete against Bryan in a national campaign filled with political speeches. He adopted a novel “front porch” campaign that resulted in trainloads of voters arriving at his home in Canton, Ohio.

Bryan would lose again to McKinley in 1900, ducked Teddy Roosevelt in 1904, and then lose a third time in 1908 against William Howard Taft. The three-time Democratic nominee did serve two years as secretary of state for Woodrow Wilson (1913-15) and then died five days after the end of the Scopes Monkey Trial in 1925.

William and Ida McKinley followed Grover and Frances Cleveland into the White House after Cleveland’s non-consecutive terms as the 22nd and 24th president. Cleveland’s second term began with a disaster – the Panic of 1893 – when stock prices declined, 500 banks closed, 15,000 businesses failed and unemployment skyrocketed. This significant depression lasted all four years of his term in office and Cleveland, a Democrat, got most of the blame.

His excuse was the 1890 Sherman Silver Purchase Act, which required the Treasury to buy any silver offered using notes backed by silver or gold. An enormous over-production of silver by Western mines forced the Treasury to borrow $65 million in gold from J.P. Morgan and the Rothschild family in England. Since Cleveland had been unable to turn the economy around, it virtually ruined the Democratic Party and created the era of Republican domination from 1861 to 1933, with only Woodrow Wilson winning in 1912 when squabbling between Roosevelt and Taft split the vote three ways.

It’s common knowledge that McKinley was assassinated in 1901 after winning re-election in 1900, but there’s little attention paid to the time he spent in office beginning in 1897. 1898 got off to a wobbly start when his mother died, leading to a full 30 days of mourning that canceled an important diplomatic New Year’s celebration. Tensions between the United States and Spain over Cuba had electrified the diplomatic community and it was hoped that a White House reception would have provided a convenient venue to discuss strategic options.

Spain had mistreated Cuba since Columbus discovered it in 1492 and in 1895, it suspended the constitutional rights of the Cuban people following numerous internal revolutions. Once again, the countryside raged with bloody guerilla warfare; 200,000 Spanish troops were busy suppressing the insurgents and cruelly governing the peasant population. American newspapers horrified the public with details that offended their sense of justice and prompted calls for U.S. intervention. Talk of war with Spain was in the air again.

On Feb. 9, two days before a reception to honor the U.S. Army and Navy, the New York Journal published a front-page article revealing the details of a Spanish diplomat denouncing McKinley as a weakling, “a mere bidder for the admiration of the crowd.” The same day, the Spanish minister in Washington retrieved his passport from the State Department and boarded a train to Canada.

A rapid series of events led to war with Spain, including $50 million that Congress placed at the disposal of the president to be used for defense of the country, with no conditions attached. McKinley was wary of war due to his experience in the Civil War, but he carefully discussed the issue with his Cabinet and key senators to ensure concurrence. This was the first significant step to war and ultimately the transformation of presidential power. On April 25, Congress formally declared war on Spain and the actual landing of forces took place on June 6, when 100 Marines went ashore at Guantanamo Bay.

McKinley’s skillful assumption of authority during the Spanish-American War subtly changed the presidency, as Professor Woodrow Wilson of Princeton University wrote: “The president of the United States is now … at the front of affairs as no president since Lincoln has been since the start of the 19th century.” Those who followed McKinley into the White House would develop and expand these new powers of the presidency … starting with his vice president and successor Theodore Roosevelt, who had eagerly participated in the war with Spain with his “Rough Riders at San Juan Hill.”

We see their fingerprints throughout the 20th century and even today as the concept of formal declarations of war has become murky. Urgency has gradually eroded the power enumerated to Congress and there is almost always “no time to wait for an impotent Congress to resolve their partisan differences.”

The Founding Fathers would be surprised at how far the pendulum has swung.

Tremendous Challenges Awaited the Plainspoken Truman

When Franklin Roosevelt died on April 12, 1945, Harry Truman became the seventh vice president to move into the Oval Office after the death of a president. Truman had been born during the White House years of Chester Arthur, who had followed James Garfield after his assassination (1881). And in Truman’s lifetime, Teddy Roosevelt and Calvin Coolidge had ascended to the presidency after the deaths of William McKinley (1901) and Warren Harding (1923). However, none of these men had been faced with the challenges awaiting the plainspoken Truman.

FDR had been a towering figure for 12 years, first leading the country out of the Great Depression and then deftly steering the United States into World War II after being elected a record four times. Unfortunately, Truman had not been involved in several important decisions, and was totally unaware of several strategic secrets (e.g. the development of the atom bomb) or even side agreements made with others, notably Winston Churchill. He was not prepared to be president.

Even the presidents who preceded FDR tended to exaggerate the gap in Truman’s foreign-relations experience. Woodrow Wilson was a brilliant academic and Herbert Hoover was a world-famous engineer. There were enormously important decisions to be made that would shape the world for the next half century. Even Truman had his sincere doubts about being able to follow FDR, despite the president’s rapidly failing health.

The significance of these decisions has gradually faded, but for Truman, they were foisted upon him in rapid order: April 12, FDR’s death; April 28, Benito Mussolini killed by partisan Italians; two days later Adolf Hitler committed suicide; and on April 29, German military forces surrendered. The news from the Pacific was equally dramatic as troop landings on the critical island of Okinawa had apparently been unopposed by the Japanese. It was clearly the apex of optimism regarding the prospects for an unconditional surrender by Japan and the welcomed return of world peace.

In fact, it was a miracle that turned out to be a mirage.

After victory in Europe (V-E Day), Truman was faced with an immediate challenge regarding the 3 million troops in Europe. FDR and Churchill did not trust Joseph Stalin and were wary of what the Russians would do if we started withdrawing our troops. Churchill proved to be right about Russian motives, as they secretly intended to continue to permanently occupy the whole of Eastern Europe and expand into adjacent territories at will.

Then the U.S. government issued a report stating that the domestic economy could make a smooth transition to pre-war normalcy once the voracious demands from the military war-machine abated. Naturally, the war-weary public strongly supported “bringing the boys home,” but Truman knew that Japan would have to be forced to quit before any shifts in troops or production could start.

There was also a complex scheme under way to redeploy the troops from Europe to the Pacific if the Japanese decided to fight on to defend their sacred homeland. It was a task that George Marshall would call “the greatest administrative and logistical problem in the history of the world.”

Truman pondered in a diary entry: “I have to decide the Japanese strategy – shall we invade proper or shall we bomb and blockade? That is my hardest decision to date.” (No mention was made of “the other option.”)

The battle on Okinawa answered the question. Hundreds of Japanese suicide planes had a devastating effect. Even after 10 days of heavy sea and air bombardment on the island; 30 U.S ships sunk, 300 more damaged; 12,000 Americans killed; 36,000 wounded. It was now obvious that Japan would defend every single island, regardless of their losses. Surrender would not occur and America’s losses would be extreme.

So President Truman made a historic decision that is still being debated today: Drop the atomic bomb on Japan and assume that the effect would be so dramatic that the Japanese would immediately surrender. On Aug. 6, 1945, “Little Boy” was dropped on Hiroshima with devastating effects. Surprisingly, the Japanese maintained their silence, perhaps not even considering that there could be a second bomb. That second bomb – a plutonium variety nicknamed “Fat Man” – was then dropped two days ahead of schedule on Aug. 9 on the seaport city of Nagasaki.

No meeting had been held and there was no second order given (other than by Enola Gay pilot Paul Tibbets). The directive that had ordered the first bomb simply said in paragraph two that “additional bombs will be delivered AS MADE READY.” However, two is all that was needed. Imperial Japan surrendered on Aug. 15, thus ending one of history’s greatest wars.

Bikes Symbolized Progress for a Nation Ready for Growth

As the bicycle became more popular in the latter part of the 1800s, it was inevitable that millions of new enthusiasts would soon be demanding better roads to accommodate this object of pleasure, so symbolic of progress. It was hailed as a democratizing force for the masses and neatly bridged the gap between the horse and the automobile, which was still a work in progress.

The popularity of this silent, steel steed had exploded with the advent of the “safety bicycle” (1885), which dramatically reduced the hazards of the giant “high wheelers.” The invention of the pneumatic tire in 1889 greatly enhanced the comfort of riding and further expanded the universe of users. However, this explosion in activity also increased the level of animosity as cities tried to cope by restricting hours of use, setting speed limits and passing ordinances that curtailed access to streets.

There were protest demonstrations in all major cities, but it came to a head in 1896 in San Francisco. The city’s old dirt roads were crisscrossed with streetcar tracks, cable slots and abandoned street rail franchises. Designed for a population of 40,000, the nation’s third-wealthiest city was now a metropolis of 350,000 and growing. On July 25, 1896, advocates of good streets and organized cyclists paraded in downtown with 100,000 spectators cheering them on.

The “Bicycle Wars” were soon a relic of the past as attention shifted to a product that was destined to change the United States more than anything in its history: Henry Ford’s Model T. Production by the Ford Motor Company began in August 1908 and the new cars came rolling out of the factory the next month. It was an immediate success since it solved three chronic problems: automobiles were scarce, prohibitively expensive and consistently unreliable.

Voila, the Model T was easy to maintain, highly reliable and priced to fit the budgets of the vast number of Americans with only modest incomes. It didn’t start the Automobile Age, but it did start in the hearts and souls of millions of people eager to join in the excitement that accompanied this new innovation. It accelerated the advent of the automobile directly into American society by at least a decade or more.

By 1918, 50 percent of the cars in the United States were Model Ts.

There were other cars pouring into the market, but Model Ts, arriving by the hundreds of thousands, gave a sharp impetus to the support structure – roads, parking lots, traffic signals, service stations – that made all cars more desirable and inexorably changed our daily lives. Automotive writer John Keats summed it up well in The Insolent Chariots: The automobile changed our dress, our manners, social customs, vacation habits, the shapes of our cities, consumer purchasing patterns and common tasks.

By the 1920s, one in eight American workers was employed in a related automobile industry, be it petroleum refining, rubber making or steel manufacturing. The availability of jobs helped create the beginning of a permanent middle class and, thanks to the Ford Motor Company, most of these laborers made a decent living wage on a modern five-day, 40-hour work week.

Although 8.1 million passenger cars were registered by the 1920s, paved streets were more often the exception than the rule. The dirt roads connecting towns were generally rutted, dusty and often impassable. However, spurred by the rampant popularity of the Model T, road construction quickly became one of the principal activities of government and expenditures zoomed to No. 2 behind education. Highway construction gave birth to other necessities: the first drive-in restaurant in Dallas 1921 (Kirby’s Pig Stand), first “mo-tel” in San Luis Obispo in 1925, and the first public garage in Detroit in 1929.

The surrounding landscape changed with the mushrooming of gas stations from coast to coast, replacing the cumbersome practice of buying gas by the bucket from hardware stores or street vendors. Enclosed curbside pumps became commonplace as did hundreds of brands, including Texaco, Sinclair and Gulf. The intense competition inspired dealers to distinguish with identifiable stations and absurd buildings. Then, in the 1920s, the “City Beautiful” movement resulted in gas stations looking like ancient Greek temples, log cabins or regional Colonial New England and California Spanish mission style fuel stops.

What a glorious time to be an American and be able to drive anywhere you pleased and see anything you wished. This really is a remarkable place to live and to enjoy the bountiful freedoms we sometimes take for granted.

‘America’s Hometown’ Now Empty Storefronts, Wal-Marts and Shuttered Factories

The last time I was in Buffalo, N.Y., was in October 1974. We were on a tour of supermarkets to improve our code dating discipline. Anytime we spotted a bag with an illegible date or past the stale point, we simply crumpled the bag and asked the store manager to have the Frito-Lay salesman replace it with no charge to the store. I was aware that Grover Cleveland had been sheriff of Erie County and personally hanged two murderers, but didn’t know that the Ball Brothers glass manufacturing company had moved their company to Muncie, Ind., in 1889 due to the abundance of natural gas. And, of course, President William McKinley got himself assassinated in Buffalo in 1901.

Muncie has become newsworthy ever since a landmark sociological study was undertaken there in the 1920s. It had been identified as the representative American community worthy of the title “Middletown.”

It started after Robert Lynd, a young seminary student, accepted an assignment to analyze the effectiveness of ministries by studying a Wyoming oil-drilling camp owned by Standard Oil of Indiana. The camp was a dismal collection of tents inhabited by 500 discouraged workers and their families. Lynd was successful in forging them into a viable community. He then wrote an article for an obscure journal, detailing the appalling conditions and attacking John D. Rockefeller Jr. (personally) as the one responsible.

In a twist of fate, Rockefeller – a devout Baptist with liberal ideas – had just formed a committee to study America’s religious practices. He wanted to reconcile capitalism of the early 20th century with his personal Protestant beliefs. So Rockefeller picked Lynd to head the “Small City Study” to prove it was truly independent. Their charter was to look at social problems arising from industrialization – “ascertain[ing] the religious, ethical and capability of people” in a single industrial city.

Lynd chose Muncie since it fit certain criteria: small (38,000), Midwestern and economically diverse. Although 92 percent were “native white of native parentage,” Lynd claimed a homogeneous population permitted him to study cultural changes, unimpeded by racial or religious differences. It also reflected his deep belief that native-born Protestants represented the bedrock of American society and best hope for the country’s future success.

Robert and wife Helen Lynd arrived in Muncie in 1924 and quickly decided religion was too narrow and expanded the study to factory conditions, the Kiwanis and Rotary Clubs, and even the people’s reading habits. What they discovered was a city rushing into the 20th century, with rapid industrialization, farming to factories, kerosene to electricity, central heating, hot water in a tap and the telephone, automobile and railroads.

In 1929, they published Middletown: A Study in Modern American Culture, 500 pages detailing a rigid class system and gradual erosion of values, with excessive materialism and consumerism in full bloom. Returning after the 1932 Great Depression, Lynd was totally disillusioned by American capitalism and looked with naive envy on the Marxist experiments in the Soviet Union.

Waves of subsequent sociologists have made their own journeys to Muncie, which today calls itself “America’s Hometown,” with a litter of empty storefronts, outlying Wal-Marts, factories shuttered, the Ball Brothers HQ now in Colorado, and a vibrant service economy. Locals have grown accustomed to being sampled and polled by outsiders. “Here, it’s something of a way of life,” said Muncie Star-Press editor Larry Lough.

I’d like to visit Muncie some day since I love Indiana basketball and in 1954, tiny Milan High School (enrollment 161) knocked off Muncie to win the state basketball championship. This was the inspiration for the 1986 film Hoosiers with Gene Hackman in one of my all-time favorites.

Presidential Politics Always Filled with Strange Twists and Turns

The 56th Congress (1899-1901) had assembled in a spirit of tranquility. For the first time since 1883, Republicans were in control of every branch of government and they rejoiced in an exceptional unity. It was the third and fourth years of President William McKinley’s presidency and included one African-American, George Henry White of North Carolina – the last black member of Congress until 1928 and the last one from the South until 1972.

McKinley was in the midst of a dramatically expanding era of foreign trade and the entire nation was applauding U.S. Secretary of State John Hay’s negotiations for the “Open Door Policy” into China. Republicans were also free to take action on the president’s policy to establish a temporary government in Porto Rico (the name was changed by Congress in 1931), with free trade between the islands and the United States. In addition, they needed to provide a territorial government for newly acquired Hawaii.

The minority lost no time in seeking revenge. Lacking a constructive program and impotent to prevent legislation on which the majority united, Democratic leaders resorted to opposition in its rawest form: Seek any device to divide or delay the Republican steamroller (sound familiar?). Constitutional questions were raised on a wide range of resolutions, with special attention to matters involving the Philippines, another recent addition courtesy of the Spanish-American War in 1898. They accused the administration of censorship and obscuring facts from the people on a broad set of issues. Anything to slow them down.

Despite furious, intermittent debates, the chairman of the Committee on the Philippines recommended granting the president broad legislative authority, almost carte blanche legal authority to do as he pleased. This further outraged Democrats and even seemed radical to many Republican senators. But the legislation had been carefully constructed by the superbly knowledgeable Senator John Spooner and modeled on the act by which Congress had authorized Thomas Jefferson to govern Louisiana nearly 100 years earlier.

This further emboldened the president and he adopted an even broader assumption of power and established a new commission to “build up from the bottom” and create a central government to be established in Manila, with the head likely to become a civilian governor. For this position, McKinley wanted a man of unusual qualifications, not only administrative and judicial, but moral as well. He wanted someone who possessed the extraordinary tact and patience required to bridge an interim period of joint control with a military government.

In the middle of January, the president telegraphed Judge William Howard Taft of Cincinnati politely asking him to call.

Taft was an affable man of 42; jolly but impressive with a big body, big smile and a bigger judicial brain, serving as judge of the U.S. Circuit Court at Cincinnati for eight years. Though Taft was a prominent jurist and a highly respected Republican, he did not know McKinley well during McKinley’s time as governor of Ohio. Taft had mingled in politics without becoming a typical politician. He was far too fastidious for the compromises and bargains, uneasy with the quid pro quo and backslapping of politics. Further, he did not have a high opinion of McKinley, despite a cordial dinner on the night of the Ohio elections of 1899.

Less than three months later came this unexpected call from the White House, presumably at the urging of Mark Hanna, the ultimate kingmaker.

Taft was perplexed by the call since he had a single all-consuming ambition, to become a member of the Supreme Court, and there had been no talk of a vacancy. When he arrived at the White House, McKinley came straight to the point, asking him to be a member of the Philippines commission and intimating he would head it. Years later when he was president-elect of the United States, Taft recalled the conversation in a speech: “Judge, I’d like you to go to the Philippines.” “Mr. President, I would like to help, but I am sorry we got the Philippines and I don’t want them.” “Judge, you don’t want them less than I do, but we’ve got them and I can trust a man who doesn’t want them more than a man who does!”

So Judge William Taft became governor of the Philippines (a job he didn’t want) and, ultimately, the 27th president of the United States (another job he reluctantly accepted). He finally got his dream job as the Chief Justice of the Supreme Court on July 11, 1921. He would serve until he retired on Feb. 3, 1930. After his death the following month, he was buried at Arlington National Cemetery, the first president and first Supreme Court Justice to be interred there.

Presidential politics took some strange twists and turns along the way … and some things never seem to change.

Fairbanks Never Won the Presidency, But there is That City…

Charles W. Fairbanks gave the keynote address at the June 1896 Republican Convention in St. Louis. Following the successful nomination and election of former Governor William McKinley of Ohio, Fairbanks became a U.S. Senator from Indiana.

When 1900 rolled around, Mark Hanna – one of the earliest “kingmakers” in American politics – tried to persuade Fairbanks to run as McKinley’s vice president (Vice President Garret Hobart had died in office). But, Fairbanks thought he had a better chance to become president by staying in the Senate.

Bad decision.

McKinley was assassinated in 1901 and Vice President Teddy Roosevelt became president. Fairbanks recognized his earlier lost opportunity, so in 1904, he accepted the vice presidency with TR in the hope that his shot at the presidency would come in 1908.

Wrong again.

Roosevelt threw his support to friend and colleague William Howard Taft and that squashed Fairbank’s aspirations once again.

Now flash forward eight years to 1916, and we find our old friend Fairbanks running for vice president again, this time with former Governor Charles E. Hughes of New York. Alas, Woodrow Wilson was reelected and Fairbanks finally just gave up.

However, he does have a major city named for him, albeit few people can find it on a map.

Her Fearless Tongue Made Alice Roosevelt the Most Popular of Presidential Children

To describe Alice Roosevelt Longworth (1884-1980) as a handful would be a gross understatement. She was the only child of Teddy Roosevelt and Alice Hathaway Lee. Her mother died two days after her birth of Bright’s disease – a catch-all term for kidney diseases. Eleven hours before her death, TR’s mother, Martha “Mittie” Roosevelt, had died of typhoid fever. It was a traumatic time in the Roosevelt home and it would haunt Teddy for the rest of his life.

Young Alice never founded a school or hospital, never ran for public office, and was terrified of public speaking, but she became unquestionably the best known and most popular of presidential children.

She was 17 when William McKinley was assassinated in 1901, which vaulted her vice-president father into the White House. When she learned of the news, she reportedly let out a war whoop and danced on the front lawn. Years later in an interview with reporter Sally Quinn (third wife of Ben Bradlee, executive editor of The Washington Post), Alice described her feelings as “utter rapture.” This kind of candor made her almost irresistible to the American public, and the press dubbed her “Princess Alice.”

One infatuated biographer described her as the “first female American celebrity of the 20th century.” Her cousin Joseph Alsop – the famous syndicated columnist whose robust opinions appeared in national newspapers for five decades – referred to her as “Washington’s other memorial.” Her celebrity started early, as people all over the country were talking about her antics, her clothes and her fearless tongue, which all delighted the average citizen.

On Inauguration Day in 1905, she was so exuberantly waving to her friends in the crowd that her father chided her by saying, “Alice, this is MY inauguration!” She was a flirt who smoked cigarettes in public and when her father declared that no daughter of his would smoke under his roof, she devilishly climbed to the roof of the White House to smoke on top of his roof. A perplexed TR told renowned author Owen Wister (“The Virginian”): “I can either run the country or attend to Alice, but I cannot possibly do both!”

After her 1902 society debut, the press constantly speculated on her romantic links with most of Washington’s eligible bachelors. She finally married Congressman Nicholas Longworth (future Speaker of the House) in one of the most famous weddings in American history, with front-page coverage across the country. Longworth was a notorious philanderer. William “Fishbait” Miller, doorkeeper of the House, described him as the “greatest womanizer in the history of Capitol Hill.”

Their marriage was an open sham and Alice was rumored to have had a child with William Borah, who became a senator after Idaho became a state in 1890. He was a perennial contender for president and was responsible for killing President Wilson’s attempt to approve the Treaty of Versailles.

Alice delighted in skewering prominent politicians. Calvin Coolidge “was weaned on a pickle.” Speaking of Herbert Hoover, she said “the Hoover vacuum is more exciting, but of course it is electric.” New York Governor Thomas Dewey, with his slick black hair, reminded Alice of the little groom on the top of a wedding cake. When FDR ran for a third term, she declared, “I’d rather vote for Hitler!”

Her acidic commentary on the rich and famous delighted and amused the public for four generations. Alice Roosevelt died of pneumonia on Feb. 20, 1980. At age 96, she had outlived the children of every other president.

She was a handful.

Teddy Roosevelt Brought Vim, Vigor and Vitality to the White House

During his first year as president, Teddy Roosevelt left the White House as he had found it. But when the Roosevelts and their six lively children moved in, it had become obvious that there was insufficient room for both governmental offices and a family home. This prompted a complete remodeling, the first in nearly 100 years. Leading architects designed a new West Wing of executive offices that was joined to the main building by a colonnade. The second floor of the main building had the offices replaced by private bedrooms, sitting rooms and playrooms for the presidential family.

Like John Tyler, Millard Fillmore, Andrew Johnson and Grover Cleveland, Roosevelt had not been sent by the voters to live in the White House, having moved in only after the death of an elected president. He knew he lacked the public and party power to support the new international presidency that President William McKinley developed, yet he was destined to dramatize it to the world.

Born in 1858, he is (surprisingly) the only president born in New York City. The first new president of the 20th century and the youngest man to ever hold the office, he brought a vim, vigor and vitality to the White House that swept away any lingering cobwebs of the 19th century. Later, elected in his own right, Roosevelt began to act with an even bolder style than before. In his annual message to Congress in December 1904, he announced an expansion of the concept of the Monroe Doctrine that became known as the Roosevelt Corollary.

The Russo-Japanese War had been going on for more than a year when TR began efforts in 1905 as a mediator. He succeeded in getting the two nations to sign a peace pact in Portsmouth, N.H. On Dec. 10, 1906, he became the first American to win the Nobel Peace Prize.

One of the first controversial issues had occurred during his first year in office on October 16 when he held a “family supper.” Among the invited guests was the great educator Booker T. Washington, whose biography, Up From Slavery, was being widely read. The press reaction was instantaneous; this dinner guest was the hottest news since the McKinley assassination.

“Probably The First Negro Ever Entertained at the White House” screamed the headlines of the Atlanta newspaper, and many others were also harsh in their criticism. No African-American received a special invitation to the WH for many years.

It seems exquisitely delicious and ironic that a black family has had their “family meals” in the same White House over the past 2,800-plus nights and, importantly, anyone of any race is only there by their special invitation!

Things do change.
