Marshall proved indispensable during his 50 years of service to the United States

French President (General) Charles de Gaulle was known for reminding his aides that the world’s graveyards were filled with indispensable men.” Skeptics were offered a simple test: Stick a finger into a glass of water and describe the hole it leaves when it is removed. Somewhat quirky, but remember this was a France where de Gaulle complained “How can you govern a country which has 246 varieties of cheese?” Sacré bleu! 
 
I suspect Amazon would yawn at the degree of complexity implied, but they have become almost indispensable in our home, just as George C. Marshall (1880-1959) was indispensable during his remarkable 50 years of service to the United States. When he died, he left behind a cadre of admirers like Harvard President James Conant, who declared that only George Washington was Marshall’s equal as soldier/statesman (which overlooks Marshall’s superb diplomatic skills). Others like Winston Churchill went even further, crediting Marshall with high praise as the “Organizer of Victory.” Recall that when Churchill was asked what history would say about him, he deftly replied, “History will be very kind to me. I plan to write it!” And he certainly did with his six-volume The History of the Second World War. 
 
In order to squeeze in a small insight into George Marshall’s extensive career, it is useful to start at the beginning of the 20th century. The Russian Empire, ruled by Czar Nicholas II, was probably the largest territorial power in the world, with control over Eastern Europe and Central Asia. But they lacked a warm water port and had ambitions that included Korea and China. Japan was dominant in Asia and the two clashed in 1904-05, primarily in northeastern China and the waters surrounding the Korean peninsula. 
 
The Russo-Japanese War sowed the seeds for World War I and although Japan, surprisingly, eventually prevailed, President Teddy Roosevelt won the Nobel Prize for brokering the Treaty of Portsmouth (Sept. 5, 1905), which formally ended the war. Some historians now call this episode World War Zero, since it was so closely linked to what followed a mere 10 years later. 
 
Enter George Catlett Marshall Jr. on the last day of August 1899, when he decided to become an officer in the U.S. Army. However, his ascent to prominence and power began on Jan27, 1914 when 5,000 U.S. Army soldiers landed on Luzon and prepared to attack Manila, some 60 miles away. It was a maneuver to test the readiness against an attack on the Philippines by Japan. After defeating the Russians, the Japanese had completed the entire annexation of Korea and the Americancontrolled Philippines was logically next up. 
 
The 34yearold Lieutenant Marshall choreographed the myriad details of the mock invasion and eight days later it was being hailed as a brilliant success. The word began to spread widely that Marshall was not only a military genius, but one of the most talented strategic thinkers in the entire Army. General Henry “Hap” Arnold would write that he had “met a man who was going to be the Chief of Staff someday soon.Arnold would have the distinction of holding the ranks of General of the Army and General of the Air Force. He was the only U.S. Air Force General to hold the five-star rank and the only officer to hold five-star rank in two different U.S. military services. He was a keen judge of talent and George Marshall would benefit during WW2. 
 
Marshall assumed the position as Army Chief of Staff on the same day German Panzers attacked Poland and proceeded to transform our nation’s modest military forces into the most powerful war machine the world has ever seen. In addition to guiding global strategy, he demonstrated a unique ability to win the trust of both political parties, unionists, isolationists, prowar factions and, importantly, the U.SCongress. The result was legislation that enabled the country to wage war on both sides of the globe, with the full support of virtually every American. 
 
Marshall was responsible for turning raw draftees into trained fighters while running military logistics in Europe, the Pacific, China and the Mediterranean. His genius for balancing economic, political and pragmatism with the gift of eloquence shaped the willpower of military staff and world leaders FDR, Winston Churchill, Joseph Stalin and even prima donna generals like Douglas MacArthur, who tended to be highly independent. 
 
Instinctively, he recognized the strategic advantage of attacking France to regain control of Europe and was widely viewed as the logical commander to lead the D-Day invasion. Instead, this quiet man from Pennsylvania, who had become the nations first five-star general, was considered too valuable to the overall war effort and General Eisenhower was selected. President Roosevelt explained to him, “I didn’t feel that I could sleep at ease if you were out of Washington, D.C.Eisenhower could handle the massive amphibious assault, but only Marshall could be trusted to manage both wars. 

Finally, after all the guns and bombs fell silent, the 64year-old indispensable man was ready to retire. However, fate intervened and President Truman asked him to help reconcile post-war China, but the Communists prevailed over Chiang Kai-shek, who fled to Taiwan. Then Truman fired his Secretary of State and called on Marshall once again. Despite being retired, five-star generals were still considered to be subject to service. Next, he became the Secretary of Defense. Later, when Truman was asked about who had contributed the most over the past 30 years, Truman picked Marshall: “I don’t think in this age in which I’ve lived that there has been a greater administrator; a man with a knowledge of military affairs equal to George Marshall.” 

Amen. 
 
He received the Nobel Peace Prize for his post-war work in 1953, the only career officer in the U.SArmy to ever receive this honor. The Marshall Plan merely saved Europe by restoring a broad area that had been devastated by the war and gave them an opportunity to rebuild and thrive during the 20th century. America, Spanish colonies took vastly different turns

On April 25, 1898, the U.S. Congress declared war on Spain, ostensibly because of the sinking of the battleship USS Maine on Feb. 15. The armored cruiser was docked in Cuba’s Havana Harbor, having been dispatched by President McKinley to protect America’s people and interests during an uprising of Cuban dissidents. The cause of the explosion is still a subject of debate yet today.

The first act of war was to prevent Spain’s battleships in the Philippines from going to Cuba to join in the pending fighting. When the U.S. Army arrived in Cuba, they won a series of battles. The most famous was San Juan Hill, featuring a group called the Rough Riders. They were primarily farmers and cowboys that comprised the 1st U.S. Volunteer Cavalry that also included future President Theodore Roosevelt. TR was posthumously awarded the Medal of Honor in 2001 for his actions in Cuba.

It was a short war (the actual fighting stopped by Aug. 13) and a formal treaty was signed on Dec. 10. Cuba gained its long quest for independence and the United States gained control of Guam, Puerto Rico and the Philippines islands, an archipelago south of China. American business interests viewed the Spanish colony as a strategic gateway to lucrative trade with East Asian markets.

However, these islands had been under Spanish control since 1521 and Filipinos had also been waging a war of independence since 1896. Gaining their support to oust Spain was critical. U.S. Navy forces were under the command of Commodore George Dewey, and the Battle of Manila Bay against the Spanish flotilla started early on May 1, 1898. Spanish battleships and harbor fort guns were out of range to reach the American fleet, but Admiral Dewey had superiority in armaments. After confirming the distance, he gave a famous command to the captain of the USS Olympia: “You may fire when you are ready, Gridley.” What followed was the destruction of eight Spanish battleships and with only seven American seamen wounded. The entire battle was over in the first day of fighting.

Spain surrendered and sold the Philippines to the United States for $20 million.

Perhaps, not surprisingly, Filipino nationalists were not interested in trading one colonial master for another. In February 1899, fighting between Filipinos and the U.S. military started. In June, the Filipino Republic officially declared war on the invading U.S. forces. Suddenly, the United States had become mired in a war of colonial conquest. It would last for three years and become exceedingly vicious at times.

The United States controlled the capital of Manila, but Filipino revolutionaries, outgunned but with the advantage in manpower and home terrain, predictably resorted to guerilla warfare. U.S. forces quickly forced civilians into internment camps to prevent them from helping or joining the guerillas. It took until 1903 for the United States to prevail, with American troops suffering more than 4,000 casualties, 75 percent from tropical diseases. Roughly a quarter-million Filipinos perished, 90 percent of them innocent civilians. It was not until 1946 that the Treaty of Manila granted the Philippines full independence.

Looking back to the early 19th century, Spain’s colonies in North America were vastly superior to the young United States. This situation was totally reversed by 1900. In terms of territory, population and resources, the United States dominated the Western Hemisphere. It is a story of Protestant austerity, democracy and incursions led by American frontiersmen, farmers, shopkeepers, bankers and waves of European immigrants arriving on our shores, ready to make their fortunes.

The Spanish colonies fragmented as the primarily Catholic and tyrannical governments were unable to maintain coherence and viability. The transformation is marked by three distinct phases starting with Florida and the Southeast by 1820. This was followed by Texas, California, the greater Southwest (1855) and finally Central America and the Caribbean directly as a result of the Spanish-American War. During these major annexation phases, Mexico lost half its territory and 75 percent of its mineral resources.

History littered with leaders who underestimated the power of the people

It is fascinating to watch the mass demonstrations in Hong Kong and speculate how the central government in Beijing will quell the unrest. It could end up badly if President Xi Jinping decides to ensure there is no uncertainty over the ultimate authority that still rests comfortably on the mainland … and resorts to force.

Hong Kong (Island) became a colony of the British Empire after the First Opium War (1839-42), then expanded to include the Kowloon Peninsula after the Second Opium War in 1860. Finally, Britain obtained a 99-year lease in 1898. After the lease expired in 1997, Hong Kong has exploded into one of the major financial centers of the world. It is home to many of the world’s ultra-rich and has managed to squeeze 7 million to 8 million residents into its 317 skyscrapers, the most of any city in the world. It has a first class, 21th century economic model that is widely admired.

The protesters’ beef is over governance, since HK has an autonomous system with executive, legislative and judicial powers devolved from the mainland (two systems, one country). They are resisting a proposal that would dilute the judiciary by moving criminal indictments and trials to Beijing. Small wonder since the conviction rate is almost 100 percent. If President Xi does move forward (at least now), it would be a classic mistake that many others have made. History is littered with leaders who underestimated the power of the people they govern.

Eight hundred years ago, King John of England experienced a similar revolt by English nobility against his rule. The king met with the barons and affixed the Royal Seal to a peace agreement that became known as the Magna Carta (Great Charter). The implications of the Magna Carta were quite modest with respect to what the king agreed to.

He guaranteed to respect feudal rights and privileges, to uphold the freedom of the church and maintain the nation’s laws. However, later generations have come to view it as the cornerstone of a democratic England.

King John inherited the crown after the death of his brother, Richard the Lionheart, when he was on crusade in 1199. By 1215, he was viewed as a failure after raising taxes on the nobility to compensate for losing Normandy to the French. He also frequently quarreled with Pope Innocent III and even sold church properties to replenish the royal coffers. In return, he was formally excommunicated.

But importantly, just by signing the Magna Carta, it implied that the king was obliged to follow certain laws and avoid any future claim of absolutism. Several earlier monarchs had talked about the king having some sort of “divine immunity.” Then there was also clause 39 (of 63) that stated “no freeman shall be arrested or imprisoned … or outlawed or exiled … except by the lawful judgment of his peers.” This clause has been celebrated as our own guarantee of a jury trial and habeas corpus.

In one aspect, all of this was actually moot since another civil war erupted almost immediately and both King John and the barons disregarded their commitments after the pope annulled the Magna Carta. Fortunately, King John died the following year (1216) and his 9-year-old son, Henry III, inherited the crown. Under the auspices of his guardian William Marshall, the Magna Carta was revived and eventually it formally entered English statute law.

Closer to home, it’s safe to assume that when 22-year-old King George III succeeded to the British Crown in 1760, most American Colonists considered themselves Britons and subjects of the king (but not Parliament). However, this system started to unravel after the Seven Years’ War of 1756-63 when Great Britain started imposing higher taxes on the Colonies. One glaring example was the large British garrisons established after the war; Colonists were required to pay all costs to maintain them.

This was followed by the Sugar Act of 1764 and the pervasive Stamp Act in 1765. Next was the Declaratory Act of 1776, when it became obvious that the Parliament of Great Britain was intent on extending its sovereign power into every nook and cranny of daily colonial life. Loyalty to the king was one thing, but to allow Parliament to impose new taxes at will and without any representation or discussion was quite another. It proved a bridge too far, but no one in England was sympathetic to the whinges from across the ocean.

Enter a man named Thomas Paine, who believed that arguments over equality, excessive taxes, or lack of representation or divided loyalty were wrong. He helped shift the focus to one of separation and unrestricted independence. Gaining support for his views was difficult due to slow communications in the Colonies and the subtle complications to men of little education. Newspapers were notoriously inadequate due to erratic distribution and lack of coherence.

What distinguished Paine was his remarkable ability to synthesize the issues and offer ideas that the general population could grasp. Further, he was a pamphleteer extraordinaire and authored “Common Sense,” which was perfect for the masses to understand. It was an immediate success – the equivalent of 18th century social media (which spawned the “Arab Spring” we witnessed in the Middle East). Suddenly, the momentum shifted to “Give Me Liberty or Give Me Death,” instead of untimely complaints.

Ever disdainful and out of touch, Lord Sandwich, First Lord of the Admiralty, pronounced to the House of Lords in March 1775: “Of the Colonies … they are raw, undisciplined cowardly men.” More famously, British Army officer James Grant proclaimed in the House of Commons that Americans could not fight because “they drink, they swear, they whore” and that he would “undertake to march from one end of the continent to the other with but 5,000 regular British soldiers.”

Pity King George (now 37), who had never been a soldier, had never been to America or even set foot in Scotland or Ireland. But, with absolute certainty, he believed his trust in providence and high sense of duty. Nagged by his mother – “George, be a king!” – America must be made to pay. Inevitably, war came on April 19 with the first blood at Lexington and Concord and then savagely at Bunker Hill. On June 3, General George Washington had taken command of the “American Rabble.”

President Lincoln can teach us a little about working together

No matter where you stand on the current controversy over the Supreme Court nomination process, it’s almost a certainty that irrespective of the outcome, you haven’t changed your opinion (much). There are just too many places to find others who totally agree with you and who validate your position. Technically, it’s called an “echo chamber” and we are surrounded by it.

Never fear, someone will share your viewpoint and increase your confidence level in believing that you are right … irrespective of what others think.

The 24/7 cable news business model was built on this premise and increased eyeballs, resulting in higher ratings, which drive higher advertising rates. They probably caught on from analyzing newspapers, who learned early that good news doesn’t sell as well, just as their street vendors learned that shouting “Read all about it (fill in the blank)” sold newspapers. Living in the U.K. for five years finally broke my habit, but it was mostly sensory overload from all the tabloids rather than my preference for a juicy story, regardless of the topic.

People who study the echo chamber have been writing about the increase in “tribalism,” in the sense that people are actually moving to communities, joining clubs and sharing social media with like-minded people at an accelerating rate. I suppose this will continue, but I haven’t found a tribe that will have me. In fact, quite the opposite, since I much prefer hearing a broadly diverse spectrum of ideas.

I relish hearing opinions about climate change, gun control, border security, health care, policing our cities, the Electoral College, the Iraq War, media bias and so on … especially from smart people who have fresh ideas … instead of stale recycled talking points borrowed from others. I regularly read both The New York Times and The Wall Street Journal to get basic balance. The only line I draw is at wild conspiracies, unless they’re packaged by people who are also highly entertaining (e.g. Oliver Stone and his JFK or Platoon).

Doris Kearns Godwin’s Team of Rivals does a terrific job of explaining this concept, using the election of 1860 and how Abraham Lincoln leveraged his administration by filling three of his top Cabinet posts with his main election rivals. They became part of the solution rather than critics. In my opinion, the U.S. Congress should practice this to gain consensus rather than relying on an appellate system and the Supreme Court to shape our legal landscape.

Airplanes added economic, psychological factors to warfare

In August 1945, a historic event occurred: Foreign forces occupied Japan for the first time in recorded history. It was, of course, the end of World War II and cheering crowds were celebrating in the streets of major cities around the world as peace returned to this little planet.

A major factor in finally ending this long, costly war against the Axis powers of Germany and Japan was, ultimately, the use of strategic bombing. An essential element was the development of the B-29 bomber – an aircraft not even in use when Japan attacked Pearl Harbor in 1941, forcing a reluctant United States into a foreign war. Maybe it was hubris or fate, but the attack was a highly flawed decision that would not end well for the perpetrators.

The concept of war being waged from the air dates to the 17th century when several wrote about it while speculating on when or where it would begin. The answer turned out to be the Italo-Turkish War (1911-12), when an Italian pilot on Oct. 23, 1911, flew the first aerial reconnaissance mission. A week later, the first aerial bomb was dropped on Turkish troops in Libya. The Turks responded by shooting down an airplane with rifle fire.

As World War I erupted seemingly out of nowhere, the use of airplanes became more extensive. However, for the most part, the real war was still being waged on the ground by static armies. One bitter legacy of this particular war was the frustration over the futility and horror of trench warfare, which was employed by most armies. Many experts knew, almost intuitively, that airplanes could play a role in reducing the slaughter of trench warfare and a consensus evolved that airplanes could best be used as tactical army support.

However, in the 20-year pause between the two great wars, aviation technology improved much faster than other categories of weaponry. Arms, tanks, submarines and other amphibious units were only undergoing incremental changes. The airplane benefited by increased domestic use and major improvements in engines and airframes. The conversion to all-metal construction from wood quickly spread to wings, crew positions, landing gear and even the lowly rivet.

As demand for commercial aircraft expanded rapidly, increased competition led to significant improvements in speed, reliability, load capacity and, importantly, increased range. Vintage bombers were phased out in favor of heavier aircraft with modern equipment. A breakthrough occurred in February 1932 when the Martin B-10 incorporated all the new technologies into a twin-engine plane. The new B-10 was rated the highest performing bomber in the world.

Then, in response to an Air Corps competition for multi-engine bombers, Boeing produced a four-engine model that had its inaugural flight in July 1935. It was the highly vaunted B-17, the Flying Fortress. Henry “Hap” Arnold, chief of the U.S. Army Air Forces, declared it was a turning point in American airpower. The AAF had created a genuine air program.

Arnold left active duty in February 1946 and saw his cherished dream of an independent Air Force become a reality the following year. In 1949, he was promoted to five-star general, becoming the only airman to achieve that rank. He died in 1950.

War planning evolved with the technology and in Europe, the effectiveness of strategic long-range bombing was producing results. By destroying cities, factories and enemy morale, the Allies hastened the German surrender. The strategy was comparable to Maj. Gen. William Tecumseh Sherman’s “March to the Sea” in 1864, which added economic and psychological factors to sheer force. Air power was gradually becoming independent of ground forces and generally viewed as a faster, cheaper strategic weapon.

After V-E Day, it was time to force the end of the war by compelling Japan to surrender. The island battles that led toward the Japanese mainland in the Pacific had ended after the invasion of Okinawa on April 1, 1945, and 82 days of horrific fighting that resulted in the loss of life for 250,000 people. This had been preceded by the March 9-10 firebombing of Tokyo, which killed 100,000 civilians and destroyed 16 square miles, leaving an estimated 1 million homeless.

Now for the mainland … and the choices were stark and unpleasant: either a naval blockade and massive bombings, or an invasion. Based on experience, many believed that the Japanese would never surrender, acutely aware of the “Glorious Death of 100 Million” campaign, designed to convince every inhabitant that an honorable death was preferable to surrendering to “white devils.” The bombing option had the potential to destroy the entire mainland.

The decision to use the atomic bomb on Hiroshima (Aug. 6) and Nagasaki (Aug. 9) led to the surrender on Aug. 10, paving the way for Gen. Douglas MacArthur to gain agreement to an armistice and 80-month occupation by the United States. Today, that decision still seems prudent despite the fact we only had the two atomic bombs. Japan has the third-largest economy in the world at $5 trillion and is a key strategic partner with the United States in the Asia-Pacific region.

Now about those ground forces in the Middle East…

Telegram Pushed War-Weary America into World War I

World War I officially began in Europe on July 28, 1914, but the strong isolationist sentiment in the United States prevented our involvement for nearly three years. The U.S. economy was booming and the tragic events in Europe were broadly viewed as a “foreign affair,” 3,000 miles across the Atlantic Ocean and something to be avoided. Further, it had only been 51 years since our Civil War had ended, with General Robert E. Lee surrendering to Ulysses S. Grant at Appomattox. The United States had not fully recovered from a military readiness standpoint and another war would be hard to sustain. The rebuilding of the South simply added to the problem.

Then there were the American bankers, who would make massive loans to Great Britain and France that would produce a nice, steady stream of profits. They were more than content to stay on the sidelines as long as their capital seemed secure. Show me a war and I will bet there are always groups profiting from making the bullets and bombs that create jobs. Other industries like steel or food production generally end up on the positive side of the export equation. Twenty-five years later, gearing up for World War II would help the country break the grip of the Great Depression. (Our military budget is currently over $700 billion … and growing.)

Another important factor were the immigrants in the United States, whose support was dependent on their country of origin. Most had left behind family and friends who would end up in harm’s way if America escalated the war. Naturally, there were also the permanent peaceniks like the Quakers and other religious groups who were simply pacifists by virtue of their beliefs. Two million socialists could be lumped into this group, as well as numerous women’s organizations.

The 8 million German-Americans had little loyalty to Germany, and were surprisingly neutral in addition to being strongly against any war, especially if it involved Germany. Their primary concern if the United States entered the war revolved around the reprisals against them as questions about their allegiance to America were already at a simmering level. This apprehension had been growing since the sinking of the British passenger ship Lusitania and German U-boats sank six American merchant ships, including the Housatonic – all without any warning.

On Nov. 7, 1916, President Woodrow Wilson was re-elected on an anti-war platform and a campaign slogan of “He kept us out of war” (note the past tense). He had defeated Supreme Court Justice Charles Evans Hughes Sr. by dominating the Southern vote and in the run-up to the election knew it would be a competitive battle. With a war raging in Europe, Wilson was concerned that if he lost, he would be a lame-duck president for four long months. He devised a clever plan that involved making Hughes the Secretary of State and then he and Vice President Thomas R. Marshall would immediately resign and Hughes would become president, as the rules of succession applied at that time.

Wilson was the first sitting Democratic president to win re-election since Andrew Jackson in 1832. Six months later, we would be in World War I due to a quirk of fate or a German blunder: the Zimmermann Telegram.

In January 1917, a coded message was sent from German Foreign Secretary Arthur Zimmermann to Germany’s Ambassador to Mexico that was to be relayed to Mexican President Venustiano Carranza. “We intend to begin on the first of February unrestricted submarine warfare. We shall endeavor to keep the United States neutral … If not succeeding, we make Mexico a proposal on the following basis; make war together, make peace together, generous financial support … Mexico is to re-conquer the lost territory in Texas, New Mexico and Arizona. The settlement detail is left to you.”

On Feb. 1, 1917, Germany began unrestricted U-boat warfare in the Atlantic. U.S. ships came under attack and the USA broke off diplomatic relations with Germany.

March 1, President Wilson authorized the State Department publication of the Zimmermann Telegram in the press and, as intended, it inflamed American public opinion against Germany.

April 2: Wilson addressed a special session of Congress to declare war.

April 4: Senate approved 82-6 (the House concurred 373-50).

April 6: Wilson signed a formal declaration of war on Germany.

And so war came again to America despite the reluctance of many people.

BTW: On April 14, after the formal declaration of war, President Carranza formally declined the German proposal. It is interesting to speculate on the outcome if the decision had been in the affirmative. I suspect we might have ended up with a few more stars on the flag.

Navajo Code Talkers Represented One of the Boldest Gambits of World War II

Feb. 23, 1945, was a dramatic day in World War II when six Marines raised the American flag on Mount Suribachi to signal a decisive victory at Iwo Jima. Associated Press photographer Joe Rosenthal was there and his photo “Raising the Flag on Iwo Jima” won him the Pulitzer Prize for photography in 1945 – the only one to ever win in the same year it was published.

One of the Marines who hoisted the flag, Ira Hamilton Hayes, portrayed himself in the 1949 movie The Sands of Iwo Jima, which was nominated for four Academy Awards. It starred John Wayne, who received his first Academy Award nomination for Best Actor. He would have to wait 21 years to actually win one for Best Actor in the movie True Grit. Sadly, Hayes, an American Indian, died in 1955 at the tender age of 32 from alcoholism-related circumstances.

The battle for Iwo Jima was the first U.S. attack on the Japanese Imperial home islands and soldiers defended it tenaciously since it was the first stepping stone to the mainland. Of the 21,000 Japanese troops dug into tunnels and heavily fortified positions, 19,000 were killed as they had made a sacred commitment to fight to their death. There were numerous reports of soldiers committing suicide rather than surrendering, although there was also a curious situation where several actually hid in caves for two years before finally giving up. The battle for the entire island lasted from Feb. 23 until March 26 and it was considered a major strategic victory.

The first word of this momentous news crackled over the radio in odd guttural noises and complex intonations. Throughout the war, the Japanese had been repeatedly baffled and infuriated by these bizarre sounds. They conformed to no linguistic system known to Japanese language experts. The curious sounds were the U.S. military’s one form of communicating that master cryptographers in Tokyo were never able to decipher.

This seemingly perfect code was the language of the American Navajo Indian tribe. Its application in WWII as a clandestine system of communication was one of the 20th century’s best-kept secrets. After a string of cryptographic failures, the military in 1942 was desperate for lines of communication among troops that would not be easily intercepted. In the 1940s, there was no such thing as a “secure line.” All talk had to go out over the public airwaves. Standard codes were an option, but cryptographers in Japan had become adept at quickly cracking them. And there was another problem. The Japanese were also proficient at intercepting short-distance communications – walkie-talkies for example – and then having well-trained English-speaking soldiers either sabotage the message or send out false commands to set up an ambush.

That was the situation in 1942 when the Pentagon authorized one of the boldest gambits of the war by recruiting Navajo code talkers. Because the Navajo lacked technical terms for military artillery, the men coined a number of neologisms specific to their task and their war. Thus, the term for a tank was “turtle,” a battleship was “whale,” a hand grenade was “potato” and plain old bombs were “eggs.”

It didn’t take long for the original 29 recruits to expand to an elite corps of Marines, numbering 425 Navajo code talkers, all from the American Southwest. The talkers were so valuable that they traveled everywhere with personal bodyguards. In the event of capture, they had all agreed to commit suicide rather than allow America’s most valuable tool to fall into the hands of the enemy. If a captured Navajo didn’t follow that grim instruction, the bodyguard was told to shoot and kill the code talker.

Their mission and every detail of their messaging was a secret not even their families knew about. It wasn’t until 1968, when the military felt convinced they would not be needed in the future, that America learned about the incredible contributions a handful of American Indians made to winning history’s biggest war. The Navajo code talkers, sending and receiving as many as 800 error-free messages every day, were widely credited with giving troops the decisive edge at Guadalcanal, Tarawa, Saipan, Iwo Jima and Okinawa.

When I started studying the history of war in early 1962, I was surprised that so many wise military men all warned about the danger of a land war in Asia. Words like “bogged down,” “embroiled” and “mired” were liberally sprinkled around in the hope of shaping foreign policy. I knew President Eisenhower had quickly ended the “police action” in Korea that President Truman had left unfinished. As an experienced military strategist, Eisenhower knew that fighting on the Korean Peninsula could easily expand into a direct confrontation with China. He had been determined to avoid restarting the global conflict he had helped end.

The 1950s were a good time for America as we helped rebuild the world.

Then the seeds of war in Vietnam started slowly showing up on the evening news. The implications were blurred by events in San Francisco. Hippies, flower children, sex, drugs and rock ’n’ roll were far more entertaining. President Johnson started complaining about “JFK’s war” while he and Secretary of Defense Bob McNamara were quietly acceding to military requests for more troops and guns.

Eventually, draft protests grew more violent, followed by riots in major cities and MLK and Bobby Kennedy being assassinated. By 1968, the United States had 550,000 troops in Vietnam, having steadily grown from a few hundred “military advisers.” It would take another seven years and a different president to extricate the nation from an incremental war that had caused such domestic turmoil. The Vietnam Veterans Memorial in Washington, D.C., lists 58,318 names (including eight women) as of May 2017 who were “declared dead.”

The wise military officers had been right.

One hundred years earlier, a similar series of events had culminated in a civil war. In the three months following President Lincoln’s election, seven states seceded from the Union. The new president was paranoid that the Confederates would attack Washington after they forced the garrison at Fort Sumter to surrender. He urged his military advisers to preemptively attack rebel forces in Virginia, but the Union army lacked training and was too slow.

Finally, on July 16, 1861, Union General Irvin McDowell led 33,000 slightly trained soldiers toward Manassas, Va. (later better known as Bull Run). Before they arrived, spies tipped off P.G.T. Beauregard, who quickly called for 10,000 reinforcements to bolster his 22,000 troops. Rumors of the pending battle spread quickly and there was a large contingent of politicians and civilians perched on a hillside with blankets and picnic baskets, eager to see a good fight. Among them was a young senator from Ohio, John Sherman, whose brother William Tecumseh would play a key role with General Ulysses S. Grant in ending the war.

However, 10 hours of combat on July 21, 1861, changed the way a nation viewed war. Both Federals and Confederates had come to these fields supremely confident of swift, relatively bloodless victories. Even Abraham Lincoln had attended church that day after being assured of an easy Union victory. Senator Sherman was one of the first to learn otherwise. “Our army is defeated and my brother is dead,” Secretary of War Simon Cameron informed him.

They left behind more than 800 dead and 2,700 wounded. They also left behind any illusions that the war would be won or lost on a single, lazy Sunday afternoon. Confederate officer Samuel Melton wrote, “I have no idea that they intend to give up the fight. On the contrary, five men will rise up where one has been killed, and in my opinion, the war will have to be continued to the bloody end.”

Another wise man who understood war.

Now flash forward to October 1998 when official U.S. foreign policy was changed by a benign-sounding Congressional action to remove the Iraqi government: the Iraq Liberation Act. Then, four years later in October 2002, the U.S. Congress passed the “Iraq Resolution,” which authorized the president to “use any means necessary” against Iraq. At 5:34 a.m. Baghdad time on March 20, 2003, the military invasion of Iraq began. Fifteen years later, we are still in Iraq, Afghanistan, Libya, Syria and Niger. Some now call this the “long war” and there is no end in sight.

My friend Colin Powell says he did not invent the “Pottery Barn Rule” (if you break it, you own it). But he does believe that any war should have a clear objective, an overwhelming force to achieve it and a clear exit strategy.

He is a wise man.

Napoleonic-Era Book Explains Evolving Dark Art of War

It is generally accepted dogma that the French Revolution devoured not only its own children. Many of those who fought against it were literally children. Carl von Clausewitz was only 12 when he first saw action against the French.

A true warrior-scholar, Clausewitz (1780-1831) survived the shattering defeat at Jena-Auerstedt (today’s Germany) in 1806, refused to fight with the French against the Russians in 1812 and saw action at Ligny in 1815. As noted in his book Civilization: The West and the Rest, British historian Niall Ferguson says it was Clausewitz who, better than anyone (including Napoleon himself), understood the way the Revolution transformed the dark art of war.

The Prussian general’s posthumously published masterpiece On War (1832) remains the single most important work on the subject produced by a Western author. Though in many ways timeless, Ferguson points out On War is also the indispensable commentary on the Napoleonic era. It explains why war had changed in its scale and the implications for those who chose to wage it.

Clausewitz declared that war is “an act of force to compel our enemy to do our will … (it is) not merely an act of policy but a true political instrument, a continuation of political intercourse, carried on with other means.” These are considered his most famous words, and also the most misunderstood and mistranslated (at least from what I have read … which is extensive).

But they were not his most important.

Clausewitz’s brilliant insight was that in the wake of the French Revolution, a new passion had arrived on the field of battle. “Even the most civilized of peoples [ostensibly referring to the French] can be fired with passionate hatred for each other…” After 1793, “war again became the business of the people,” as opposed to the hobby of kings, Ferguson writes. It became a juggernaut, driven by the temper of a nation.

This was new.

Clausewitz did acknowledge Bonaparte’s genius as the driver of this new military juggernaut, yet his exceptional generalship was less significant than the new “popular” spirit that propelled his army. Clausewitz called it a paradoxical trinity of primordial violence, hatred and enmity. If that was true, then it helps explain the many people-wars of the 19th century, but is a perplexer (at least to me) when applied to events a century later.

The Battle of the Somme, started on July 1, 1916, is infamous primarily because of 58,000 British troop casualties (one-third of them killed) – to this day a one-day record. It was the main Allied attack on the Western front in 1916 and lasted until Nov. 18 when terrible weather brought it to a halt. The attack resulted in over 620,000 British and French casualties. German casualties were estimated at 500,000. It is one of the bloodiest battles in human history.

The Allies gained a grand total of 12 kilometers of (non-strategic) ground!

It is hard to fit Clausewitz’s thesis into this form of military stupidity. I prefer the rationale offered by the greatest mind of the 20th century: “Older men declare war. But it is the youth that must fight and die,” said Albert Einstein.

Stephen R. Mallory Played Key Role in Developing Submarines, Torpedoes

Stephen R. Mallory was born in Trinidad, British West Indies. In 1850, the Florida legislature elected Mallory (1812-1873) to be a U.S. Senator and he was re-elected in 1856. He was appointed to the Senate Committee on Naval Affairs and was unsuccessful in appropriating funds for the development of an ironclad floating battery, a forerunner of armor-clad ships.

In 1858, President Buchanan offered to appoint him Minister to Spain, but he declined. Although a strong supporter of the South, he opposed secession. Nevertheless, he resigned on Jan. 21, 1861, after Florida left the Union.

Stephen Mallory

Jefferson Davis quickly named Mallory head of the Confederate Naval Department on Feb. 25, 1861. He had not sought the office and was not even aware of the nomination. One reason for his appointment was that he came from Florida, which had been given a prominent Cabinet post as a reward for its early date of secession. However, the Florida delegation opposed his nomination over a misunderstanding about his actions involving Fort Pickens, but he was finally confirmed as Confederate States Secretary of the Navy on March 4.

Mallory’s department at the start of the war consisted of 12 smallish ships and 300 officers who had left the Union Navy. In May 1863, Mallory was able to persuade the Confederate Congress to create a Provisional Navy and this gave him the opportunity to recruit and train more sailors. Many of these men eagerly transferred from the Army, despite significant opposition from a series of Secretaries of War.

When the Civil War got under way, Union anchorages were crammed with wooden warships mostly obsolete. Unable to compete with the U.S. Navy on numerical terms, the South saw an opportunity to seize a technological edge to negate the advantage in timber and guns. Since Mallory had to purchase ships built abroad, he emphasized the building of several powerful ironclads, along with gunboats and other vessels.

Mallory also played an active role in the development and use of torpedoes (mines). These devices became one of the most successful aspects of the navy throughout the war. Confederate minefields helped keep the Union Navy from entering Charleston Harbor and delayed the attack on Mobile Bay. By the end of the war, torpedoes had sunk or damaged 43 enemy vessels, including four monitors. These devices destroyed more Federal warships than the entire fleet of Confederate gunboats.

Mallory also championed the development and employment of torpedo boats and submarines. One of the first submarines was Pioneer, which was built at New Orleans, but scuttled when the city fell, never having an opportunity to attack the enemy. The H.L. Hunley became the first submarine in history to attack and sink an enemy, the ocean steam sloop USS Housatonic.

But it was the showdown on March 8-9, 1862, between the CSS Virginia (a rebuilt frigate that never shook her original name, Merrimack) and the USS Monitor that generated the most news on both sides of the Mason-Dixon Line. The Battle of Hampton Roads was the most important naval battle of the Civil War and was an effort of the Confederacy to break a Union blockade that had cut off international trade from Virginia’s largest cities of Norfolk and Richmond.

It was the first combat meeting of the famous ironclad ships and they dueled for four hours with neither inflicting damage on the other. Despite this strategic draw, The New York Times ran 17 articles on the battle. Harper’s Weekly thrilled its readers with an action-packed cover story, while Currier & Ives issued three different lithograph versions titled “Terrific Combat.”

Franklin Buchanan

Of interest was that the commander of the CSS Virginia, Franklin Buchanan, an officer in the U.S. Navy, became the only full Admiral in the Confederate Navy. Earlier in 1845, at the request of the Navy, he submitted plans for a naval school that became the United States Naval Academy and Buchanan became the first superintendent.

He resigned his commission in 1861 in anticipation of Maryland seceding. When that didn’t happen, he tried to recall his resignation but Gideon Welles – President Lincoln’s Secretary of Navy – refused, citing “half-hearted patriots.”

Stephen Mallory spent several years in prison and then returned to Pensacola and his law practice. He and Confederate States Postmaster General John Reagan were the only two men who remained in their Cabinet positions throughout the entire war.

Complicated times.
